SCCP Stimulus Message drops call

Experiencing a problem where intermittently when calls are taken off hold on on a 7970 phone using the line button. This creates a stimulus message from the phone indicating the call should be taken off hold. If this button is pressed twice (within a very small window - < .5 secs) there is a 2nd stimulus message sent by the phone which in turn forces the gatewaycall manager to release the call. If there is a larger delta between the 2 pushes of the line button, there is no 2nd stimulus message and the call stays up.
Two questions surrounding this:
1. Why is the phone sending a 2nd stimulus message when the line button is pushed twice during a smaller window
2. Should the 2nd stimulus message force the gateway/call manager to release the call?
