Hi,
My customer need to implement Voice Gateway that used to provide outside users to dial in different location. basically the user should call a PSTN Number then authenticated using caller ID. then giving a dial tone to dial the needed number.
the implemented GW is 2821-v\K9
Is there any solution to provide this.

With CallManager 6.x or higher, you could acomplish that with Mobility. It's fairly basic, in concept, and I believe that a TCL script could do it, too.

a way to do what you want is to write a TclIVR script that collect the digits, setup the new call and then connect the two call legs.
A script like app-cme-did
On the voip gw you have to configure a loopback voice dial-peer with the destination pattern equal to the number the user have to call to connect to this service.
