SIP PSTN DTMF Issue

I am attempting to use a 2811 router as a SIP / PSTN gateway. SIP is from our PBX. PSTN is one of the big guys.

The 2811 connects to the PSTN with a VWIC-2MFT-T1.

Calls work great. However, no DTMF digits are transmitted to the PSTN. That is, you can call another party's system but you cannot use their IVR.

 

The router is receiving the digits from our SIP PBX. I can see the digits when debugging named events. Like so:

IOS is 15.1(3)T4.

Inbound dial peer:

incoming called-number .
dtmf-relay rtp-nte
dtmf-interworking rtp-nte
codec g711ulaw
no vad

 

I have bashed my brain on this for a week now and would appreciate any insight that you might have.
