So the issue is as follows:
A call is placed to 555-5555 the number gets routed to an h323 gateway at a remote site and the call is placed correctly and you are speaking with the Auto Attendant rep just fine. After the rep answers and we are actively talking....he cannot receive anymore calls. All calls while the first call is off-hook / setup give the slow busy. Expressing that the person is on the line.
The line settings are set to default 4 and 2 for Max Calls and Trigger.
Call Steps:
1. Person calls 555-5555
2. Routes to H323 Gateway
3. PLAR 123
4. 111 is on a Translation Pattern masking Called to 456
5. 456 is an Auto Attendant Pilot inside Call Manager Application
6. Then the calls should be placed to the individuals in a Top Down pattern in the Auto Attendant Grouping.
Where exactly is the breakdown?!?!?!

What is your PSTN interface?
I am guessing an FXO port from your PLAR command, how many ports? Are these grouped into a trunk-group?

It is an FXO Port for the PLAR Command. 2VIC FXO Card.

Do you have multiple 1FLs coming from your provider? If so are they in a hunt group of some sort? If you only have 1 FXO port, you can only receive 1 call, and regular busy signal is the proper behavior for the second call.
