Hi I tried several version of the soft phone to connect, but it failed. Please see the picture. The problem is the button is gray so that ip address cannot be entered and the phone cannot connect to PC etc. Any expert can give some suggestion? Thank you

I haven't played with this for a very long time. What happens if you right click and "Run as Administrator"? Does that let you edit the options?

is your phone registered properly with a Directory Number assigned ?
refer below doc to add an IPphone to cucm.

CUCM or CME?

It is CUCM. Do you think it is possible for us to see the ip address the soft phone is assigned from cucm like physical phone?
There are two things that we can/have to do: one is to confirm its ip address assigned from ccum. The second is to confirm the phone can reach tftp server. Now I got message from its Setting, which show "File Not Found: SEPxxxxxxxxcnf.xml", and "CTL update failed"
but I am not sure the phone already got ip address from cucm

CIPC will use the IP address from your computer to register with CUCM, not sure what you're talking about, unless you're getting your PC's IP from CUCM, in which case, I'd assume you know how to check that.
The fact you get File Not Found: SEPxxxxxxxxcnf.xml means you failed to provision the phone in CUCM, so, there's no config file. No phone will work like that.
I'd strongly suggest you to reach a Cisco partner who specializes in training to get proper training on Cisco UC, you seem to ask things that are very, very basic in regards to how to configure CUCM.
