I have tried the following with solarwinds and Cisco Kits TFTP servers loaded on my Windows 7 PC.
I am attempting to issue the command: archive tar /xtract tftp://192.168.3.10/7940_7960.tar flash:
however, I receive a timeout error. I can ping the IP address. I have also tried copy tftp flash to no avail.
I do not know how to proceed in order to extract the sccp firmware files to the 2611 router.
Has anyone experienced this before?

If you don't get it working with that TFTP-server, then try tftp32, that's the de-facto standard TFTP-server for Windows:

Hi Michael.
Try to create a simple txt file, put it in tftp root of windows pc and on router try to copy it on flash using copy tftp flash wizard.
Also check if windows firewall is blocking your requests and if tftp security settings allow router ip address.
