specific Local Number calling is failing debug attached - E1/ R2 connectivity.

My all call works fine, Local national,international. there is only one area which number starts with 028 is getting failed ( Local number in Vietnam only )

I have attached debugs can some one help me to figure out why?

E1/R2 is complex stuff then ISDN PRI, can some one help plz?

Can you please attach here your current VG config and a debug vpm signal while calling the non working number?
