System Call Handler - Queue Setup

I have a System call handler set up for extension 1001. The simplified version of the setup is a below;

CUCM extension 1001 to unity > Call Handler ext1001 > User press option 1/2/3 > Cucm extension 1002

There is a requirement to enable call queue on this setup so that when phone 1002 is already on call 1, 2nd caller gets put in the queue to be answered when 1002 is free from the first call. 

I couldn't find a way to set up a queue on the system call handler. 

The only option i can think of is to setup 1002 as a hunt pilot instead of being just an extension.

Please share your thoughts. Can queue be setup on a call handler? or should i go with the Hunt pilot setup?
