I've been scouring the internet looking for whether or not this is even possible.
Seems rudimentary to me, CUCM doing basic connection tracking, and sending TBCT commands via MGCP to the router and subsequently to the service provider via the D channel. Scripts, either TCL or VXML shouldn't even come into play.
So, my questions are...
1. is this even possible via MGCP
2. why won't TAC offer assistance with this
3. why if CUCM is at v 10.5 - hasn't this been implemented as a mature feature

No, you need H323 and the TCL script

I really cannot comment on TAC policies regarding support for this feature

I don't see any enhancement requests for this, if you want the official and technical answer from the CUCM team, you would need to go thru your account team, or try posting in the partner forums (if you're a partner)

I represent both a customer and a partner, both so large they're virtually going to collapse in on themselves and create a singularity. Getting the appropriate people to formally make the request will be a challenge.
Question 1 - This feature wouldn't work with SIP?

Also - in regard to question 1...
you didn't mention vxml... I hear that works as well. The choice being vxml, or tcl.
