are you provisioning your endpoint with CUCM?
If not it will not be able to download LSC. Also one more thing are you using thrid party CA for CUCM certificates?
If yes do you added the root cert on endpoints (in ideal cases not required but it helps if endpoint in not securely registering )
Also on phone page of CUCM under CAPF config try install /upgrade and then save the config and reset and see if it pushes the certs to endpoint.
You can check the cert under endpoint web gui --> security --> CUCM certificate.
