so i have this case open with TAC for about a week and they cant seem to figure it out....
all of the VoIP phones in the cluster were 4 minutes slow on Thursday (2/12) as of today they are 7 minutes slow.
this just started happening last week. We use an NTP server pointed to the US Navy master clock. However the PC's show the correct time they are pointed to the same server.
I have no idea what is going on but it is driving me nuts.

Check the times between subscriber and publisher. If they do not match, that is your problem. The dbreplication is off and its throwing the time off.
you can also run a quick test. Create a Device Pool with only the Publisher in it. Place a couple phones in that device pool. Does the time change?

1) Where the phones are registered with? (which CUCM server).
2) SSH to that CUCM server and type "utils ntp status". Paste the screen output here.
