Unity Connection 2.1.2 Mailbox Quota exceeded but mailbox can still recieve messages

I have a user in Unity Connection who has exceeded their mailbox quota but if called from an external number the mailbox still accepts the new message. If called from an internal number it appears to accept the message at first but then leaves you a message that the users mailbox is full.

Is this expected behavior?
