Unity Connection and local admin

I need to add a user to administrate the CUC system but with restricted access. I`m looking to add them as a user without a mail box however the CUC is synch`ed with LDAP. Does above relies on the user needing to be in LDAP first or can I just add them in CUC only, as I need to add an Alias will this only be significant in CUC ? 

Also I need to change the GUI admin password but keep getting  code = 4 "invalid length" even though it is the same number of letters in the existing password

for the second query , try using totally different password from the existng one.
