Hi Team,
Is there any way by which phone can by default choose line 2? when i pick the receiver to dial out..
Phone is a 7942 with two lines.

AFAIK, you can not control this. You will have to manually select the second line to use it for outbound call. There is a service parameter to always use prime line but it only controls inbound calls.
By the way, if your requirement is to always use second line for outbound call, it should be good to make that line as primary line.

There is no way to do this on the CUCM on any of the CUCM versions.
IP phone firmware are designed to make the 1st line active when the phone goes off-hook. you can contact your Cisco accounts manager about this as a feature enhancement request.
