What means blinking yellow LED on starting ex60?

Cisco ex60 doesn't start correctly. blinking yellow LED and black screen.

I have web access and root ssh access, but i cant find config.db in /mnt/base/active.

 ll /mnt/base/active/ | grep config
-rw-r--r-- 1 root root 16777216 Jun 20 06:53 config.img

help me please.
