In my ip telephony network, i got a bunch of extension 100 to 199; 200 to 299; 300 to 399; when i dial 866-469-3239 from a range of 100 to 199 it failed and but the other range 200 to 299; 300 to 399; fine ... i got callmanager express 4.1

Not sure of CME, but it can be achieved very easily in CM , just by adding the missing partition in the appropriate Calling Search space. Sorry, I know this is not desired answer to you. I will try my best to search one for you.

Whats the difference when you make a call to that number from this range and when you do it from the other ranges? (Calling number (Sending 10 digits..., sending only 4...?), calling name?)
Could you please capture 2 debug isdn q931, if using PRI from 1 working and the non-working. If not let me know which tyype of circuit you are using to the PSTN.

and On-Demand Collaborative Applications)(conference)

the type of circuit is PRI ISDN?

As a workaround you may send the same calling party number using a translation rule.
For me Telco is the culprit.

Only thing changed is the PI for progress...
but sometimes based on ANI the path to 800 can change. Lets mask them all to either a 2 or 2 number.
