Could you help me, please?
As You know CUCM has Allowed Device Queries Per Minute option in the Enterprise parametrs. And it alows no more than 18 requests per minute. Sometimes my requests are dropped by this threshold value.
Is there any method to get the current state of this queue? Is there any way to know how much requests I can launch?

I'm checking, but there's no method I know of to query the status of the queue. I would simply check the response and if that error occurs, pause and then retry.

Do I understand you right that "try/catch" is the only one possible way to check how requests work?

There is a performance counter available in RTMT called Throttlecount under Performance -> CUCM ->Cisco AXL Web Service. As described here Real-Time Monitoring Tool Administration Guide for Cisco Unified Presence Release 8.0, 8.5, and 8.6 - Performance Object… it could show you the state of the queue, so when it's full AXL service would throttle it.
