I recently had to get a new cell phone and since then I have not been able to get DUO Push notifications when logging into the DUO portal. I get them when I login to the computer and email just not when logging into the portal.

Duo administrator accounts and Duo user accounts are distinct account types in Duo Mobile.
" I get them when I login to the computer and email " - this sounds like you have Duo user account activated for push with Duo Mobile. You are logging into these Duo-protected services as a user of that service.
You need to activate push for your Duo administrator account separately. This adds a second account to Duo Mobile used just for logging in as an admin to the Duo Admin Panel.
