Can you elaborate what you exactly mean?
As far as centralized routing is concerned Cisco platforms don't use it as they use distributed routing model instead.
Centralized vlan database is achieved with VTP in server mode... but again I am not sure what you are exactly asking.
For centralized optical SFP distribution I don't even know what it means.... same for bandwidth management.
So without understanding the right context to put your question in I have difficulties in getting the real meaning of your question.
