ANA 3.6.5 MPLS problem

I need to deploy MPLS vpn with ANA. But in add tunnel, I have no VRF. please tell me if anybody knows causes.

are you using IOS XR 3.6.5?

I use c7600rsp72043_rp-ADVIPSERVICES-M , Version 12.2(33)SRD2a in our routers.

I have 7613 with RSP720-3C-GE (7600-MSFC4 - 7600-PFC3C).
