One CE belongs to vpn called vpna,another CE belongs to vpn called vpnb.The two CE link to one PE£¬the PE has two uplink(callde LinkA and LinkB).We want to achive following funciotn:at normal condition,vpna pass LinkA,while vpnb pass LinkB;when LinkA going down,vpna can pass LinkB; when LinkB going down,vpnb can't pass LinkA.How to achieve this purpose?

Add a static route to the VPN-B forwarding table that points to nexthop on link-B and make it permanent - does not go down even if the interface goes down.This prevents the traffic from being sent out of Link-A
ip route vrf [vrf-name] prefix mask [next-hop-address] [interface interface-number] [permanent]

From what I undrstand is that u would want the traffic of VPNA to fallback on VPNB in case of outage on the LAST MILE of CEA but not vice versa.If my understanding is correct then you could achieve this by
a)adding a higher metric default route for VPNA routes towards link B and importing the RT corresponding to VPNA into VPNB.
