There is no technical reason why this configuration should be used at all. Is the result of this IP SLA probe used anywhere, i.e. is there any track object configured that references the success code of this IP SLA probe?
The only thing I can think of right now is that the ISP for some inexplicable reason needs your SDSL router to constantly generate traffic - presumably to keep the DSL connection up or something. But this answer can be given only by your ISP alone. Without their answer, we can only speculate.
Think of this: this SLA probe creates a neverending stream of pings sent each second to the predefined IP address. What purpose that may have? I am not sure myself.
