The only way to do this would be if the 3550 could implement the EAP-method locally. And to be honest, this is some why EAP was developed. It rose out of the need to "reduce complexity" and interacation between numerous systems, and more complex versions of auth to being with.
Summary: The 3550 in this example is an EAP conduit. It only knows how to transport EAP. Not translate it ;-).
