ACS 4.1 missing shell config option in group settings

I am missing under group options the Shell (exec) section.

I am logged in as an admin

this is a new server

Enable it from :

Interface configuration > Advanced options > Per-user TACACS+/RADIUS Attributes

Interface Configuration > Tacacs+ > check shell for group/user

I did

Interface configuration > Advanced options > Per-user TACACS+/RADIUS Attributes

and went back to do

Interface Configuration > Tacacs+ > check shell for group/user

but it was not there, all I have are

User Data Configuration

Advanced Options

And I did go and do this:

x Per-user TACACS+/RADIUS Attributes

User-Level Shared Network Access Restrictions

x User-Level Network Access Restrictions

Go to network configuration

Create a AAA client with authentication method TACACS.

That will enable TACACS menu in interface config.
