The issue you are having is most likely related to installing ACS on an unsupported platform. Please refer to the following link for details on operating system requirements:

Hi all
I am experiencing the same problem on a server running ACS 3.1 on W2K Server SP3 (512MB RAM)
After some discussion with my colleagues, I have been advised that this could be due to a rogue 1700 router being installed on the network
Apparently, if the AAA configuration includes 'configuration authorization' then this breaks ACS !
Has anyone else experienced this problem ?
Many thanks for any help or information
Kind regards
Marcus

Specifically, the config which seems to cause the 1700's to break the ACS server is as follows:
aaa authorization commands 1 default group tacacs+ none
aaa authorization commands 15 default group tacacs+ none
Any help or feeback appreciated
Kind regards
Marcus
