add user to CLI ise GUI only

I only have access to ISE GUI not CLI. I am trying to create a new CLI user in the gui so i can make backups. Any idea if thats possible.

You don't they are two different user stores.  Also you don't take ISE backups from the ISE CLI.

You can only create new CLI admin accounts from the CLI. If you don't have the password for the CLI admin account, you will need to perform a password recovery.

Read the ISE CLI Reference guide for the available commands.

Search on the word "user" and find there is a section called Cisco ISE CLI User Accounts and follow the instructions there.
