Can backup from ise 3.2 and restore to ise 3.3

I found some issue upgrade from ise 3.2 to 3.3 If Can backup from ise 3.2 and restore to ise 3.3 ?

Yes. This is actually a quite common way to perform an ISE version upgrade(I _only_ do this method as it works very consistently). See the "Upgrade Cisco ISE Deployment Using Backup and Restore Method" section of the upgrade guide linked below:
