How to reset the License Out of Compliance number to zero.
If you have over subscribed then that is compliances issue, either you need to reduce the number of usage license.
check the license guide :
Inaccessibility of the graphical interface (GUI).
Do you have SSH access, then login to ISE and check :
show application status ise
make sure Application Server running
you can try :
# application stop ise
# application start ise
If not try to restart appliance and check

First even if it's the only choice is to buy 2.7 licences they are End of Sale.
Actually maybe I miss expressed myself. the goal is to regain "temporal" GUI access as we already purshased new ISE 3.x VM and subscription and we are migrating by backup/restore. But based on past experiences backuping the certificates tends to fail in CLI. And it's good to have GUI access to old apliance (yes it's an applance) just for the post migration period (eventual tshoot)

contact license team they may offer temp license with the business case you mentioned for until migrate.
