Are Catalyst 9200L switches on Amsterdam 17.3.4 compatible with Cisco ISE 1.4?

Yes, Cisco 9200L switches are radius compliant on all versions of code and will work with any version of ISE. 

I would certainly look at upgrading the ISE deployment to a version that isn't end of support.

Version of ISE 1.4 quite old and EOS Long back consider anything 2.X version (if possible 3.X  already released).

When you ask compatable, what it mean ? can you please elaborate more what feature, device admin or 802.1X ?

ISE is compatible with anything that talks RADIUS and/or TACACS protocols.
