kindly could anyone support me, in this case, I have one customer who has ISE but their license expired and he needs to enable the guest portal in ISE and integrate it with sms gateway this can be done without renewing the ISE license?

No.  There is no Administrative functionality without a valid license

i have another question if i created guest portal self registration page in wlc 9800 and have sms gateway for sms how the integration will be between both without using ISE
