ip phone is not working with 802.1x port

The switch is 4006 and the image is cat OS 7.3(2).

The port configuration is

set radius server X.X.X.X

set radius key xxxxxx

set dot1x system-auth-control enable

set port dot1x 3/17 port-control auto

set port dot1x 3/17 initialize
