Can you give more information? How is your setup? This can be the result if a guest is redirecting to another PSN that the one authenticates him, DNS issues, Portal misconfigured....

Looks like you just copied that URL from the results at the bottom of the rule set or something.  You don't have a hostname in there as IP_PSN is not correct.  Put in the FQDN of your PSN.  If you got that URL by clicking Portal Test URL then you probably hit a bug or something.
