ISE 3.1 Sponsor Portal

I have the following question regarding the Sponsor Portal in ISE 3.1. 

So we have the following very simple and typical deployment. There are two ISE 3.1 VMs which are deployed as Active and Standby nodes. 

It all works, including the Guest and Support portals.

The issue I'm opening the thread on is for a specific situation we have had. The active PAN node was down for planned maintenance. And the standby ISE working as PSN (automatic PAN switchover is disabled as per good practice) was working fine. But when the customer tried to open the Sponsor Portal, he got an erro message (attached) saying "There was a problem updating the remote database. Please contact helpdesk for assistance."

Does that mean that in this particular deployment the Sponsor Portal is not able to work if the PAN node is down for any reason?

@Boyan Sotirov If the primary PAN goes down and the secondary PAN has not been promoted to Primary, then Sponsored or Non-Sponsored Guest will be unavailable (amongst other features).
