ise can't find file on repo

running 2.4, upgrading to 2.7.

i was able to download ise-upgradebundle to secondary node, but when i try to download to primary node using the same Repo I get the error: "The selected bundle is NOT found in the repository; select a different one.'.  the file is clearly there.  not sure what the problem could be.

 please 1st check the Repository's configuration via CLI:

ise/admin# show running-config
repository <Repository Name>
url ftp://<IPAddr>/
user <username> password hash <password>

2nd try to access the Repository's files:

ise/admin# show repository <Repository Name>
