Is ISE Passive Identity limited to only Windows devices or can others (ex: Macs) that join AD domains participate?

Technically speaking, ISE does not care what the end point is since it talks only to the active directory for the events generated. If Active directory receives any event from the Mac Book, which i am unsure of, It will definitely publish to ISE.

That said, if you are referring to Easyconnect feature then it is supported only on Windows since it involves tracking logged in events.
