L-ISE-TACACS-ND and Anyconnect agent

Please i want to propose the L-ISE-TACACS-ND license to our customer , i want to know if i have to propose the AnyConnect agent also or not necessary ?

AnyConnect has no role in the Device Administration (TACACS+) flow other than as a Remote Access VPN client.  If not connecting to the site or device through VPN, then AnyConnect is not necessary.
