Microsoft Terminal Services/RDP/multiple users requiring different access policies

I have a customer that has about 25 users accessing terminal services via RDP on a Microsoft Windows Server, all at the same time, and they were wondering whether there is a way that they could have different policies/rules for each user despite the fact that they are all sharing the same IP address?
