No, iPSK is Cisco WLC feature and doesn't need ISE Plus license to make it work.

With ISE your Plus License will only be accounted for once profiling is used as a condition in your authorization policy.

As per the Identity PSK Feature Deployment Guide, you don't need to have profiling in your authorization policy to make this work.
