I'm would think this would be somewhat common, but have not come across a definateive answer in my searches.
I am working with my Network Manager, and Security, to overhall the network confifurations, and one of the tasks is to get AAA up and running correctly. That was not a big deal, but we do have some vendors, that will be issued AD accounts, that will only ever logon to Cisco devices. Is there a mechanism in Cisco or Windows AAA that will allow these users to reset their passwords?

You don't say which version of ACS you are running, if you are running ACS. Assuming you are using ACS see this link -

Thanks for taking the time to reply Jon, unfortunately at the present time we are not using ACS at all. Until recently we were using all local passwords on the devices, and have only recently changed over to using AAA running on a Windows server.
