UCP from ACS 3.3 doesn't work

I'm running UCP on windows 2000. After a password change I got a "success-message" - but the authentications with new passwords are failing.

From the ACS database check if the password is really changed.If not try it again.If it shows changed try to change again and then try restarting the UCP service on ACS and the computer.

that's like it is: the password isn't changed in the ACS database. So the UCP service keeps the change for itself - even after restarting the services and /or the machine...
