i think You could use windows 2003 to create active directory for all users and have the ACS to authenticate users using this active directory

I couldn't understand the problem description. Could you please explain in detail what exactly the problem is?
I understand that you have ACS running, what is the model and code of ACS? Do you have ACS 5.x or 4.x?

The ACS model and code is ACS 1121 Appliance With 5.x. I hope that through the windows login authentication radius server.
