We currently have Prime Infrastructure 3.3 and deploying PI 3.3 Professional and looking for insight if we should restore to the new PI Pro server an appliance or application backup as we will be keeping the same IP address and name of the old server.
Appreciate any help.

That's exactly the point with the appliance backup -- in includes all the networking level settings so that you can just restore that and be on your way if your hardware fails. The application backup does not provide all that information, it just has the internal database information with the assumption that you have already provided the underlying server.
When you use the ncs backup command, be sure NOT to use the application keyword. You need to ensure the new server has the exact same configuration settings that you used on the initial server. Same timezone. Same hostname. Same RAM.
