Apply port security on management Vlan interface ?

Hi everyone,

For example, Interface f0/16 connect IT-Support department and switches , and is used for management Vlan 204

Why when I apply 1 sticky mac address (Protect violation mode) for all interfaces from f0/1-16  ,  computer from management Vlan 204 cannot ping switch but other computers from 2 other Vlan 202 AND 206 can ping switches just fine.?
