Wait a second ... That's not a bug.  

I see this all the time when doing firmware upgrade with 3850.  3650/3850 has a very small flash and it can accommodate only two firmware in Install Mode. 

After the upgrade, it is recommended to "clean" the flash so the error messages do not show up and spam the logs.
