Suppose we have 2 L2 switches having 48 -1G ports , L3 Switch having 24- 1G ports, Router having 2 -1G ports. and we connect 8 users. 4 users connected with L2 SW1 and Other 4 with L2 Sw2. Both L2 connected with L3 SW and Then Router. Users Pc's has 1G NIC.

All ports are 1G end-to-end. Want to understand the bandwidth allocations on PC, Sw level. Can someone help and provide the clarity

Can you please explain what is the reason for bandwidth allocation for each port. if they are same users in the coporate lan, if you bandwidth limitaiton on edge, then there is no point to have 1GB connection to end note, you could by 100MB or less.

As per best practice, LAN or enterprise network have locally can communicate using 1GB in your case.

If you want to control the bandwidth - i would suggest to interface facing to internet side.

Like mentioned in this example Guide :

Make sense ?  if this is not the case, please explain use case for better understanding.

How to Ask The Cisco Community for Help

I want to understand the bandwidth allocation at switch level, end user level. As both uplinks are 1G and users are also 1G.

Case1: how bandwidth allocation works if one user want to communicate with other user on other switch.
Case2: how bandwidth allocation works if all 2 users of SW1 are communicating with 2 users of other SW2, rest 2 users communication within switch and all users are doing internet surfing also.
