Bandwidth allocation

I have the Cisco SG350-10MP switch and I want to set 3 separate ports to only have access to 30% of the bandwidth. At any given moment, my total bandwidth may fluctuate. I know how to set a down load and upload rate limit. however, I don't want a fixed rate. I'm looking for the switch to automatically throttle the ports speed based on the available bandwidth. Todays speed may be 250mbps but tomorrow may be 125mbps.

I dont think it is possible on this switch model.  I´ve seen similar feature like DIRL in advanceds switches running NX-OS

is this you looking per-port basis ?  SG350-10MP - we need to understand these are SMB switches, not like Enterprise-based switches that have all the features.
