1 have 28 remote sites each using an 857 router to access the internet, approx 8 users per site.
How can i restrict or manage the ADSL bandwidth on a per user basis. the router is set to DHCP mode and there are no local users setup.

You would have to configure QoS and police each IP. If different users have different speed requirements you would have to static their IP, either manually or with a DHCP reservation and have a different policy. Honestly it's more work than what it's probably worth.

Thanks for the advice. I think the best way forward is to suggest to the business management, they enforce "employee computer policy" and ensure the internet usage is reasonable, or else.....

That sounds much more reasonable. You could enable Netflow on the routers, that way you can see who is going where on what ports.
