Can QoS do this...?

At work, I've got a limited amnt of bandwidth available to our site. However we have a DVR server that records our camera output. When the guards look at the camera from across the WAN, it bogs everything down as you might imagine. Question: We already have Cisco QoS configured on the WAN links to avoid us shooting to 100% util. Can QoS be configured on either a.)per-IP or b.)per-TCP-port basis, to limit the bandwidth that the DVR server is allowed to use on the network? (without affecting any other traffic flows..)?

Possibly, depends on device's QoS features.

BTW, QoS to avoid using 100% link utilization? With optimal QoS, sometimes, 100% utilization is fine.
