cannot configure ntp server on cisco 4331 router

I cannot access these servers for correct clock authentication on my router:
ntp server 1.pool.ntp.org
ntp server 1.north-america.pool.ntp.org

Western Timezone:

I'm on westcoast and the time is still wrong.

 You are trying to use a service on the internet. Does you router have internet connectivity? Can you ping 1.pool.net.org?

  If you have firewall facing the internet, you may need to permit this traffic.

no firewall and I can't ping either

What interface is facing the internet now?

Please do the following: 

ntp server 1.pool.ntp.org source <INTERFACE>
ntp server 1.north-america.pool.ntp.org source <INTERFACE>

Run a trace route instead. Lets see where It stops

Time is in UTC . But now we see something different. Your router is actually talking with ntp server. Did you do anything? 

yes I added the static route and then I was able to ping both timeservers. but the clock time is still off.

I reset the clock using the set clockzone and clock set summertime commands
