CDB-8U not providing power on spare pair

I am getting the following error when trying to power a >30W load. 

ILPOWER-5-DET_TIMEOUT_SPARE_PAIR~ 5-Notice~ Interface [chars]: spare pair detect timeout~ spare pair timeout detect error has occurred power on spare pair will not be supplied~ inline-power~ LOG_STD_NO_ACTION~

I appreciate any help/suggestion.

%ILPOWER-5-DET_TIMEOUT_SPARE_PAIR: Interface Gi4/0/1: spare pair detect timeout

This error means that powered device requested power on Cat5 or Cat6 spare wire power and in the process spare pair timeout was detected. As a result, power on spare pair will not be supplied.
